NYC Local Law 26 RS6-1


In 2004, the NYC Department of Buildings published Local Law 26 which enforces a range of improvements for NYC multistory buildings, including photoluminescent requirements that are detailed in Reference Standard RS6-1.

New York City Building Code

The 2008 New York City Building Code § 403.16 requires all new high-rise buildings to be provided with photoluminescent exit path markings (except exit paths serving Group R-2 residential apartment houses). Photoluminescent markings have to pass a minimum of five tests (brightness, washability, non-toxicity, non-radioactivity, surface flammability) to obtain an MEA (Materials & Equipment Acceptance) number. Following the February 26, 1993 terrorist bomb attack that caused an explosion at New York’s World Trade Center high rise buildings, the Port Authority of New York and New Jersey, owners of the World Trade Center, decided to install Permalight® photoluminescent safety markings in their facilities.

The PERMALIGHT® photoluminescent epoxy paint system was installed on the steps, landings and handrail top bars inside the WTC emergency staircases in 1994. Please see the Reference Letter.

Reference Standard RS6-1 only requires 5 mandatory tests. PERMALIGHT® MEA-listed products successfully passed six performance tests plus the one optional test: UV-degradation. This further supports the superior material performance of ready-made PERMALIGHT® photoluminescent exit path markings. 
Nowadays, photoluminescence has evolved to such high luminance performances that photoluminescent paint is no longer the favored method but instead ready-made aluminum and plastic products with a guaranteed photoluminescent effect are used. 
Photoluminescent paint has several severe drawbacks:  shipping restrictions of flammable paints that severely increase the shipping charges; multiple days of installation and drying time while the staircase cannot be used; VOC – Volatile Organic Compound ingredients that create a strong odor; uncertainty if the installed paint layers really meet the intent of the requirement and this uncertainty can only be eliminated if an on-site luminance test with a photometer is performed. 
In 2014, PERMALIGHT® ready-made photoluminescent exit path markings (wall-mounted perimeter demarcation lines made from Aluminum Strips, Aluminum Signage and plastic Handrail Markings) are again installed inside One World Trade Center New York City, again improving life safety inside the WTC emergency staircases.
